Budgets are a leading instrument for each entity. It represents the goals, objectives, and initiatives that will be undertaken for a specific period. The document is a layout of all activities that, in this case, the cities, will undertake for their fiscal year. But it is not only a guideline for government entities, but it is also a powerful communication tool that the government uses to communicate with citizens. Therefore, it is important that some information be transparent and relay in the simplest manner possible. In this paper, we will be analyzed, how effective the cities of Springfield Missouri, and Houston Texas were at conveying that information to the public. We will verify if goals, issues, and challenges are presented to the public. Were that information presented in a readable manner. And most importantly, how they plan on measuring their effectiveness.

Case Study
The occurrence of disasters whether natural or man-made is inevitable. Activities undertaken, during and after such events are of an extreme importance to citizens who depends on government efficiency to maintain their livelihood. The emergency management task is overviewed by the Department of Homeland Security and carried out by FEMA. In the last two decades, FEMA has had some serious setbacks and critics concerning their management of disasters that have occurred. This paper will analyze the response to two major storms, Hurricane Katrina (2005) and Hurricane Maria (2017). We will discuss how the organizational culture and structure of the organization can have a positive impact on employee actions and decision making. Good leadership and guidance can lead to better coordination on the field and better service to citizens in need.
